South Bend Redevelopment Commission <br />Regular Meeting — October 25, 2011 <br />on the initial test, additional testing might be <br />done. The proposal has two parts: the first is <br />the sampling and the second is preparing the <br />work plan that needs to be submitted by the <br />end of September. In the cost estimate, we'll <br />see task one for $12,966 and the well <br />installation for $48,060. Both these items <br />need to be done. The additional sampling, <br />which is in the amount of $11,000, may need <br />to be done, depending on the results of the <br />first two. Staff is asking for approval of <br />$83,308 to do this testing. The city has <br />money budgeted for this as part of the Oliver <br />Park Environmental Remediation. <br />Mr. Varner asked if once the wells are drilled <br />are they sampled periodically. Mr. Kain <br />responded yes, for a period of time. <br />Mr. Varner asked if the proposal for five <br />wells at $10,000 is a common cost. Is that <br />due to depth of well or is it extraordinary <br />because of the neighborhood? Mr. Kain <br />explained that there are two levels of <br />sampling. The top layer, the ground water <br />supply, and the lower level (20 and 30 feet). <br />The report that Hull produces will help the <br />city figure out the level of remediation that <br />needs to be conducted. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Varner and unanimously carried, the <br />Commission approved proposal from Hull <br />Associates to conduct Off -site Monitoring <br />Well Installation and/or Groundwater <br />Sampling in the vicinity of Oliver Industrial <br />Park for the scope of services and fee <br />proposed. <br />(3) Resolution No. 2950 amending the <br />Development Plan for the Airport <br />Economic Development Area and adding <br />13 <br />COMMISSION APPROVED PROPOSAL FROM HULL <br />ASSOCIATES TO CONDUCT OFF -SITE <br />MONITORING WELL INSTALLATION AND /OR <br />GROUNDWATER SAMPLING IN THE VICINITY OF <br />OLIVER INDUSTRIAL PARK FOR THE SCOPE OF <br />SERVICES AND FEE PROPOSED <br />
