����' �;�� <br /> _ - ' ��� <br /> � <br /> �i�r�y��` <br /> �,= <br /> HEALTH AND PUBLIC SAFETY JUNE 27. 2011 4:00 p.m. <br /> Health and Public Safety Committee Members Present: Chairperson White; Henry Davis (4:08 <br /> p.m.); <br /> Other Councilmember's Present: Derek Dieter; AI "Buddy" Kirsits (4:25)Tim Rouse(4:22) <br /> Other's Present: Catherine Toppel; Chief Boykins; Gary Gilot; Stephen Luecke; Kathy Cekanski- <br /> Farrand; Andre Price; Gregg Zientara <br /> Agenda: Illegal Dumping <br /> Chairperson of the Health & Public Safety Committee, Karen White opened the meeting <br /> explaining, her intent to address the problem of illegal dumping in the city. This is part of her <br /> effort to address quality of life issues. Karen then asked Catherine Toppel, Director of Code <br /> Enforcement, to detail her departments past experience with illegal dumping. She described <br /> illegal dumping as a persistent problem especially in certain areas of the city and has been <br /> problematic to address. Second District Councilmember Henry Davis, who's district is frequented <br /> by illegal dumping said whatever the city was doing it was not enough and need to be more <br /> effective. Pointedly, he cited an example of dumping over two weeks ago which has yet to be <br /> addressed. Police Chief Boykins interjected that enforcement was particularly difficult, it being <br /> rare to catch someone in the act. Karen White said we need to pull the city's resources together <br /> to develop a comprehensive approach similar to that process that addressed the graffiti problem. <br /> Andre Price, the Director of the Solid Waste Department, said he would need equipment and <br /> another crew to effectively respond to clean-up calls. Chief Boykins suggested maybe <br /> neighborhood organizations be asked to"adopt a block" program. Councilmember Henry Davis <br /> spoke to the importance of collaboration among city departments. He advocated a streamlined <br /> reporting process that could track complaints along with the city's response. , <br /> After more discussion Chairperson White asked Cathy Toppel to report back to the Council in 30 <br /> days with a plan. <br /> There being no further business to come before the committee at this time, Chairperson White <br /> adjourned the meeting at 4:33 p.m. <br /> RespectFully Submitted, <br /> �---��'� <br /> Karen L.
