The land uses within the Southeast Neighborhood are primarily residential. <br />However, in addition to the commercial development along Sample Street, Michigan <br />Street, and Miami Street, there are several other areas of non - residential land uses in <br />the neighborhood. Located on High Street between Sample and Broadway are a <br />number of light industrial and warehouse distribution uses. Scattered throughout the <br />balance of the neighborhood are several isolated business and industrial uses. The <br />portion of the neighborhood north of Pennsylvania is dominated by vacant lots and <br />blocks. These city lots were the sites for single family residences before <br />neighborhood decline and housing deterioration took its toll. An underused nine -acre <br />city park adds to the amount of open space in the neighborhood. <br />The middle section of the neighborhood, between Pennsylvania and Dubail, <br />still contains many single family houses and fewer vacant city lots. The physical <br />fabric of the neighborhood is intact and could serve as the basis for a neighborhood <br />revitalization program. Once again, there are a few non - residential uses within this <br />section of the neighborhood, but the overwhelming land use remains residential. <br />The final one -third of the neighborhood, south of Dubail, is also <br />overwhelmingly single family residential and very similar to the middle one -third in <br />condition and make -up. Unlike the middle section of the neighborhood, this southern <br />section is dominated by educational and recreational uses, including Studebaker <br />Elementary School, Riley High School, Studebaker Park and Studebaker Golf Course. <br />For planning purposes, the Southeast Neighborhood has been divided into <br />three smaller sectors (See Map 6): <br />1. Sample- Broadway <br />2. Broadway - Dubail; and <br />3. Dubail -Ewing <br />The Sample- Broadway segment will have two alternative land use plans. The <br />preferred, optimum plan will center on the creation of an institutional-education- <br />recreational mixed -use project for the area between Michigan Street and Fellows <br />-23- <br />1 5/21/93 <br />All of these sectors are bounded by Michigan Street on the west and the alley <br />west of Miami Street on the east. Each of the above areas is proposed for a different <br />type and level of public involvement. The Sample- Broadway segment will be targeted <br />as a redevelopment area. The Broadway- Dubail segment will be targeted as a <br />' <br />neighborhood revitalization area. The Dubai] -Ewing segment will be targeted as a <br />neighborhood improvement area. The appropriate strategy, plan and action program <br />will be developed and implemented through a series of more detailed plans to be <br />' <br />developed with the neighborhood planning committee. <br />The Sample- Broadway segment will have two alternative land use plans.
