Olive- Sample overpass. Spur lines cut through many of the light
industrial and warehouse areas of the Sample -Ewing Development
Area. And, because the Sample -Ewing Development Area is not cut by
the St. Joseph River, bridges and street patterns interrupted by the river
are not part of the Sample -Ewing Development Area's circulation
system.
F. DEMOGRAPHICS
Census data helps to provide a clear indication of the decline in the
neighborhoods surrounding the major sources of employment in the city for the
decade between 1980 and 1990. Further historical research traces the origins of the
decline to the immediate post war period. The spiral of population loss, lowered
relative incomes of the residual residential population, lowering housing quality and
eventual decreases in the housing inventory is clearly evident.
DEMOGRAPHICS
1970
1980
1990
Population
15,653
11,798
10,737
% of City Total
12.5
10.8
10.2
Number of Housing Units
5,590
4,773
4,390
% of City Total
12.9
10.7
9.6
Median Home Value
$7,970
$15,924
$22,049
% of City Median
64.0
61.3
54.7
Median Household Income
$8,728
$11,871
$18,648
% of City Median
85.3
75.7
77.3
As the above chart shows, there has been a continuing decline in the subject
area over at least the past two decades. Even though the City's population has
declined, the project area's population has declined even further. With respect to
housing units, the total within the project area has declined at an even faster rate.
As would be expected, both housing values and household incomes fell during
those 20 years. As various measures of inflation would indicate, neither values nor
incomes kept pace with inflation. The figures for the subject area indicate that even
-14-
5/21/93
11
