F. DEMOGRAPHICS Census data helps to provide a clear indication of the decline in the neighborhoods surrounding the major sources of employment in the city for the decade between 1980 and 1990. Further historical research traces the origins of the decline to the immediate post war period. The spiral of population loss, lowered relative incomes of the residual residential population, lowering housing quality and eventual decreases in the housing inventory is clearly evident. Even though the City's population has declined, the project area's population has declined even further. With respect to housing units, the total within the project area has declined at an even faster rate. As would be expected, both housing values and household incomes fell during those 20 years. As various measures of inflation would indicate, neither values nor incomes kept pace with inflation. The figures for the subject area indicate that even -14- 5/21/93 11
