4. The Plan, attached hereto and incorporated herein, is hereby
<br />adopted as the Plan for the redevelopment of the Sample -Ewing
<br />Development Area ( "Area ").
<br />5. The Development Plans for the Studebaker Corridor
<br />Development Area and the Rum Village Industrial Park shall be and
<br />hereby are amended by, merged into, and superseded by the adoption of
<br />the Plan.
<br />6. The previously prepared maps and plats showing the
<br />boundaries of the Area, the location of the various parcels of
<br />property, streets, alleys, and other features affecting the
<br />acquisition, clearance, replatting, replanning, rezoning, or
<br />redevelopment of the Area, indicating any parcels of property to be
<br />excluded from acquisition and parts of the Area acquired.t.hat are to
<br />be devoted to public ways, levees, sewerage, parks, playgrounds, and
<br />other public purposes under the Plan are hereby approved.
<br />7. The previously prepared lists indicating that no parcels of
<br />property within the Area are to be acquired at the present time is
<br />hereby approved.
<br />8. The cost of acquisition within the Area is presently
<br />estimated to be $0 and the cost of redevelopment within the Area is
<br />presently estimated to be $25,200,000.
<br />9. In determining the location and extent of the area proposed .
<br />to be acquired for redevelopment, the Commission has given
<br />consideration to transitional and permanent provisions for adequate
<br />housing for residents of the Area who will be displaced by this
<br />redevelopment project, and the Commission hereby reconfirms and
<br />ratifies its intent, expressed in Resolution No. 978, adopted
<br />February 8, 1991, to follow the Federal Uniform Relocation Assistance
<br />and Real Property Acquisition Policies Act of 1970 (42 U.S.C.
<br />4601- 4655), and hereby reconfirms, ratifies and readapts the
<br />Department of Redevelopment Relocation Policy and Department of
<br />Redevelopment Policy of Management.of Acquired Property, each
<br />previously adopted on May 10, 1991., all of which shall apply to and
<br />govern the actions of the Commission and Department within the
<br />Sample -Ewing Development Area.
<br />10. The Commission finds that the objectives of the Plan cannot
<br />be achieved through more extensive rehabilitation of the Area.
<br />11. The Plan is in all respects approved, and. the Secretary is
<br />directed to file a certified copy of the Plan with the minutes of
<br />this meeting.
<br />12. For purposes of the allocation provisions of the Act, and as
<br />authorized by I.C. 36- 7 -14 -39 and its predecessor, I.C. 18 -7 -7 -39.1,
<br />the following allocation areas are among those which the Commission
<br />has established, with the following relevant assessment date for
<br />allocation purposes and the following special fund established for
<br />each of those allocation areas:
<br />A. Studebaker Corridor Allocation Area ( "Allocation Area No.6 ");
<br />South Bend Department of Redevelopment Studebaker Corridor
<br />Allocation Area (South Bend Allocation Area No. 6) Special Fund:
<br />1. The Studebaker Corridor Development Area (Original)
<br />Allocation Area, coterminus with the Studebaker Corridor
<br />Development Area (Original) described at I.A. of the 2nd WHEREAS.
<br />clause, above, established by Resolution No. 762, adopted on
<br />January 19, 1986, establishing a base assessment date of March 1,
<br />1985.
<br />2. The Studebaker Corridor Development Area (Expansion
<br />Area) Allocation Area, coterminus with the Studebaker Corridor
<br />Development Area (Expansion Area) described at I.B. of the 2nd
<br />WHEREAS clause, above, established by Resolution No. 762, adopted
