ORDINANCE NO. CI ~ `~ ~ " ~ S <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING CHAPTER 16, ARTICLE 2, SECTION 16-6 OF <br />THE SOUTH BEND MUNICIPAL CODE TO PROVIDE FOR INCREASES TO RATES <br />FOR COLLECTION OF SOLID WASTE <br />STATEMENT OF PURPOSE AND INTENT <br />The City of South Bend last increased rates for its solid waste utility customers in 1994. <br />In the last eleven years the Bureau of Solid Waste has been successful in improving service, <br />reducing staff and raising the technology of its equipment. The Bureau has piloted closed <br />containers for City residents and has recently gone City-wide with this program. The appearance <br />of South Bend's streets and alleys has improved, and huge strides have been made towards <br />becoming a "Clean City". However, purchasing the 38,000 containers and rising fuel costs have <br />cut into reserves. It is necessary to raise rates in order to sustain the quality service that is <br />provided. <br />This ordinance implements an eighty cents ($0.80) per month increase to rates paid by <br />solid waste regular and multi-family customers. It does not increase rates of senior citizens, who <br />have lower volumes of solid waste and are hardest hit by the rising heating and energy costs and <br />other pressures on their fixed incomes. With the increase the Bureau remains competitive with <br />neighboring cities and more than 50°Io lower than the charges faced in the County. <br />The terms of this ordinance are in the best interests of the City of South Bend. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA that Chapter 16, Article 2, Sections 16-6 of the South <br />Bend Municipal Code be amended as follows: <br />Section I. Chapter 16, Article 2, Section 16-6, subpart c of the South Bend Municipal <br />Code be and hereby is amended to read as follows: <br />Section 16-6 Collection of residential refuse; exceptions; fees. <br />(c) The City shall charge the owner or occupant of each occupied residence within <br />the City for the collection and disposal of residential refuse according to the <br />following schedule: <br />(1) One-family dwelling: Eight dollars {~~AB) and eight cents <br />8.80 per month. <br />(2) One-family dwelling where the head of the household has <br />submitted to the Board of Public Works proof of age sixty-five <br />(65) or over: Five dollars and fifty cents ($5.50) per month. <br />(3) Two-family dwelling with one water meter: Thirteen dollars <br />
