(Hull) is pleased to present the City of South Bend (Client) the following <br />proposal to provide professional engineering services for the above referenced project. The <br />purpose of this document is to establish the Scope of Work as we understand it and to provide a <br />fee schedule for the project. <br />The Site, known as the Oliver Industrial Park, and formerly known as the Oliver Plow Works <br />facility, is enrolled in the Indiana Department of Environmental Management (IDEM) Voluntary <br />Remediation Program (VRP). Additional off -site delineation of chemicals of concern (COCs) in <br />groundwater is necessary prior to completion of a Remediation Work Plan, which is a necessary <br />milestone of the VRP toward closure of the Site. <br />Task 1 Monitoring Well Installation and Groundwater Sampling Event <br />Hull will install monitoring wells and /or temporary groundwater sampling points at or in the <br />vicinity of the sampling locations shown on Figure 1, as discussed below. Please note the <br />location of historical sampling point CTW -3S /D on Figure 1, which is the basis for the sampling <br />locations (both temporary and permanent) proposed herein. Sampling point CTW -3S /D is the <br />location of the downgradient -most sampling point installed during a January 2003 sampling <br />event; at this sampling location, IDEM VRP Tier II Residential and Nonresidential Cleanup <br />Goals were exceeded, but have not been defined further downgradient. <br />In general, our proposed approach entails defining the vertical extent of chlorinated volatile <br />organic compounds (VOCs) downgradient of CTW -3S /D by installing temporary sampling points <br />north and east of CTW -3S /D; submitting those samples to a laboratory and requesting 3 -day <br />turnaround; installing permanent monitoring wells south and west of CTW -3S /D while laboratory <br />analyses on the samples from the temporary points are completed; and installing permanent <br />monitoring wells downgradient of CTW -3S /D at appropriate locations once the vertical extent is <br />defined.
