The main railroads are, for the most part, elevated throughout the <br />Sample -Ewing Development Area with a series of viaducts and the <br />Olive- Sample overpass. Spur lines cut through many of the light <br />' <br />industrial and warehouse areas of the Sample -Ewing Development <br />Area. And, because the Sample -Ewing Development Area is not cut by <br />the St. Joseph River, bridges and street patterns interrupted by the river <br />are not part of the Sample -Ewing Development Area's circulation <br />system. <br />' <br />F. DEMOGRAPHICS <br />Census data helps to provide a clear indication of the decline in the <br />neighborhoods surrounding the major sources of employment in the city for the <br />decade between 1980 and 1990. Further historical research traces the origins of the <br />decline to the immediate post war period. The spiral of population loss, lowered <br />relative incomes of the residual residential population, lowering housing quality and <br />eventual decreases in the housing inventory is clearly evident. <br />. ... Even though the City's population has <br />declined, the project area's population has declined even further.
