REGULAR MEETING <br />SEPTEMBER 21, 2011 448 <br />Commissions are issued for the on- street patrol parking enforcement personnel and they do not <br />include the carrying of a weapon or the powers of arrest. The patrol area includes Eddy Street South <br />of Angela Boulevard and North of Napoleon Street in the designated 2 -hour parking areas; the north <br />and south sides of Napoleon Street south of the Old National Bank as marked 2 -hour parking; <br />Angela Boulevard north of O'Rourke's and Killwin's; Angela Boulevard north of AT &T and <br />McAllister's Deli. The aforementioned individuals have met the Commission requirements of the <br />South Bend Police Department. Upon a motion made by Mr. BonDurant, seconded by Ms. Vasquez <br />and carried, the Special Police Commissions were approved. <br />APPROVE 2011 HALLOWEEN TRICK OR TREAT HOURS <br />In a letter to the Board, Chief Boykins, Police Department, requested the Board approve Monday, <br />October 31, 2011 from 5:00 p.m. to 7:00 p.m. as the official City of South Bend trick or treat hours. <br />He noted in his letter that the date and hours will coincide with St. Joseph County and the City of <br />Mishawaka. Upon a motion by Mr. BonDurant, seconded by Ms. Vasquez and carried, the hours and <br />date were approved as noted above. <br />FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING — APRIL MAY AND <br />JUNE 2011 <br />Captain Dave Hecklinski, Director of Training, South Bend Police Department, submitted to the <br />Board a written Quarterly Report for Specialized Training for the periods of April, May and June <br />2011. The report indicated the specialized training attended, the names of the officers who attended, <br />and the costs involved. There being no questions concerning this report, the Quarterly Report for <br />Specialized Training as submitted was accepted and filed. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — AUGUST 2011 <br />Mr. Cottrell indicated that unless there were questions or objections by members of the Board, the <br />statistical analysis report for the month of August 2011, as submitted by the Police Department, <br />would be accepted for filing. There being no objections, the following report was accepted for filing: <br />FIRE DEPARTMENT <br />APPROVE MEMORANDUM OF UNDERSTANDING — BROWN MACKIE COLLEGE <br />Mr. Bodnar presented the Board with a Memorandum of Understanding with Brown Mackie College <br />to make a change on a previous Contract made with the school. In Paragraph 13 on Page 3 of the <br />Contract, Mr. Bodnar will clarify that the City's duty to indemnify is conditioned upon the <br />cooperation of Brown Mackie. This Contract enables Brown Mackie's students to work at the Fire <br />Department with the ambulance accounts receivable office. Upon a motion by Reverend Miller, <br />seconded by Ms. Vasquez and carried, the Memorandum of Understanding was approved. <br />APPROVE INDEMNIFICATION AGREEMENT — 319 NORTH NILES AVENUE <br />Mr. Bodnar presented the Board with an Indemnification Agreement for the Fire Department to <br />perform river rescue training at the above address.
