Pfeifer <br />Second District <br />Roland Kelly <br />Third District <br />October 10, 2005 <br />Members of the Common Council <br />4th Floor County-City Building <br />South Bend, Indiana 46601 <br />Re: ~ Substitute Bill No. 76-OS <br />Dear Council Members: <br />(574) 235-9321 <br />Fag (574) 235-9173 <br />TDD (574) 235-5567 <br />http://www ci.south-bend.in.us <br />The attached version of Substitute Bill No. 76-OS will amend § 2-3.1 of the South <br />Bend Municipal Code which addresses the "Mayor's Annual Address to Council". <br />It would: <br />• Change the date of the Mayor's Annual Address from the 2d meeting <br />in January to the 1St meeting in February of each year; and <br />• Provide that an announcement be made at the 2d regularly scheduled <br />Ann Puzzello Council meeting in January identifying the exact location of the 1St <br />Fourth District regular Council meeting in February. <br />David Varner <br />Fifth District These changes are being recommended to allow the Mayor additional time and <br />flexibility to prepare for the address. Each year, the speech, handouts and the <br />Ervin Kuspa power point presentation are enhanced; and this additional two-week time period <br />Sixth District would be time well spent. Additionally, recent past practice has required that the <br />location for the Mayor's. Annual Address be moved from the Council Chambers <br />Al "Buddy" Kirsits to another location, so that all technology and space needs can be properly <br />At Large addressed. <br />Timothy A.
