ORDINANCE NO. `~ ~30~0~ Substitute Bill No. 76-OS AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AMENDING CHAPTER 2, ARTICLE 1, SECTION 2-3.1 OF THE SOUTH BEND MUNICIPAL CODE TO ADDRESS THE DATE AND THE LOCATION OF THE MAYOR'S ANNUAL ADDRESS TO THE COMMON COUNCIL STATEMENT OF PURPOSE AND INTENT In 1988, the South Bend Common Council passed Ordinance No. 7862-88 which required the Mayor to annually address the Council on the "statement of finances and the general condition of the city". It has been determined that the existing requirements of the South Bend Municipal Code which call for what is now commonly referred to as the "Mayor's State of the City Address "and takes place at the second regularly scheduled Council meeting in January of each year, need to be amended. The .current provisions do not allow sufficient flexibility for preparation and presentation of that address. Additionally, there may be instances when the location of this Council meeting may need to be moved from the Council Chambers. This ordinance would set the presentation of the Mayor's State of the City address to be at the first Council meeting in February of each year; and provide for a mechanism to move the location of that Council meeting, when necessary. cuc, t/z~r-~ye, 6e i~ ~ra~a~~~e~l by the Common Council of the City of South Bend, Indiana, as follows: Section I. Chapter 2, Article 1, Section 2-3.1 of the South Bend Municipal Code be and hereby is amended to read as follows: Section 2-3.1. Mayor's Annual Address to Council ~ The Mayor shall annually address the Common Council at theme first regularly scheduled Council meeting each~~ February. The Mayor shall provide a statement of finances and a general condition of the City in his or her annual address.
