The NPC is the focus of a small (4-6 block) <br />neighborhood improvement effort. <br />Ombudsman A public official appointed to investigate citizens' concerns <br />against local or national government agencies that may be <br />infringing on the rights of individuals. <br />Ordinance A formal legislative enactment by the council. If it is not in <br />conflict with any higher form of law, such as a state statute <br />or constitutional provision, it has the full force and effect of <br />law within the boundaries of the City. <br />Organizational Unit An office, department, board, commission or other agency <br />or specific activity of city or town government. Four categories of program evaluations are <br />required to support a truly comprehensive evaluation of <br />programs and municipal services: (1) productivity, (2) <br />efficiency, (3) quality, and (4) workload. <br />Personal Services Salaries, salary driven costs, and compensated benefits for <br />classified, unclassified, hourly, and seasonal employees. <br />Program Performance Budget A method of budgeting whereby the services provided to <br />the residents are broken down in identifiable service <br />programs or performance units. A unit can be a <br />department, a division, or a workgroup. Each program has <br />an identifiable service or output and objectives to <br />effectively provide the service.
