EBDA East Bank Development Area is one of the project areas <br />within the SBCDA and a priority redevelopment project <br />area (90 acres) that is being revitalized as a mixed use <br />district of residential, office, entertainment and recreational <br />uses. <br />EDIT <br />Economic Development Income Tax. <br />Enterprise Fund A fund established to account for operations that are <br />financed and operated in a manner similar to private <br />business enterprises -where the intent of the governing <br />body is that the costs of providing goods or services to <br />the general public on a continuing basis be financed or <br />recovered primarily through user charges. Example: <br />Water Utility and Sewage Utility. <br />Encumbrance An obligation incurred in the form of a purchase order <br />or contract which is to be met from an appropriation and <br />for which a part of the appropriation is reserved. It ceases <br />to be an encumbrance when paid. <br />Fiscal Year A 12-month period to which the annual operating budget <br />applies and at the end of which a government determines <br />its financial position and the results of its operations. The <br />City of South Bend's fiscal year is January 1 through <br />December 31. <br />Full-Time Equivalent (FTE) The hourly equivalent of a full-time employee. An FTE <br />can be made up of either one full-time employee or two <br />or more part-time employees whose total hours equa140 <br />per week. <br />Find Balance The balance remaining in a fund after expenditures have <br />been subtracted from revenues. <br />F1~nd "Cash" or a group of accounts set aside for the purpose <br />of accounting for moneys or other resources of general <br />functions or specific activities such as utilities, <br />construction projects or other activities of a city or town <br />in accordance with a system of accounts prescribed by the <br />State Board of Accounts or as required by statute. <br />GAAP Generally accepted accounting principles. <br />General Fund The fund used to account for all financial resources except <br />those required to be accounted for in another fund.
