We have <br />partnered with Ivy Tech to become a Long .Distance <br />Learning site for the IN Law Enforcement Academy. <br />This will allow for more local classes and help to make <br />training more affordable for azea police agencies. When <br />remodeling of the police station is completed in 2005, <br />we will have enhanced training facilities, an indoor <br />firing range and user friendly headquarters to support <br />the efforts of our front line personnel. It will also more <br />effectively serve the public. <br />South Bend Police Department continues to build strong paztnerships and take proactive <br />efforts to fight crime and build a safe city. Several tazgeted partnerships will enhance efforts to <br />reduce violence and gang activity. We aze joining with the ATFE (Alcohol, Tobacco, Firearms <br />and Explosives), US Attorney, Prosecutor's Office and local law enforcement agencies to form a <br />Gang and Gun Violence Task Force. This will supplement the Project Safe Neighborhoods <br />Initiative and the efforts of our Gang Intervention Unit, which is building a database to identify and <br />disrupt gang activity. In 2003 we added two investigators to the Family Violence and Special <br />Victims Unit, and we aze supporting a grant application to provide coordinated caze for victims. <br />Our Fraud Crimes unit was the lead agency in a multi-state effort involving numerous identity <br />thefts. We participate in the DEA task force dealing with high-level nazcotics investigations. We <br />also have a strong presence at the street levE;1. MSOS seized $11,000,000 worth of drugs (and 179 <br />weapons). We sent 119 Notices to Abate wader the Drug House Ordinance and 23 Notices to <br />abate Disorderly Houses. NEST refocused on nuisance properties. They made 107 prostitution <br />arrests, did 84 drug investigations, 178 knot:k and talks, issued 865 citations, made 709 total <br />arrests and recovered 17 firearms. We added three K 9s to the department -one with NEST, one <br />with the Bomb Squad and one for patrol. They aze cross-trained to detect either drugs or <br />explosives. <br />What is the end result of all these efibrts? Crime is down 7% from 2002 and down 30% <br />since 1996. During the time that I have been mayor, all major crime categories aze down, from an <br />11% reduction in Aggravated Assault to a 43% reduction in Residential Bwrglaries. Larcenies, <br />Robberies, Residential Bwrglaries and Motor Vehicle Thefts aze all at their lowest level in at least a <br />A-28 <br />
