we can take. First, we should provide mobile workshops in neighborhoods to help property <br />owners know if they have filed for all applicable exemptions and to help them understand if they <br />have a basis for appealing their assessment iFor the Spring tax bill. Second, I believe that we need <br />to increase the local homestead credit which is provided through Local Option Income Tax dollars. <br />When first enacted, the Homestead Credit vvas set at 8%. Because of the change in formula on <br />how it is applied, the value of that credit has decreased. We need to reinstate it at the full original <br />value and consider expanding the credit. Third, we need local fiscal flexibility so that we can <br />create a proper mix of revenues to support local government. I support the passage of HB 1008 <br />which allows a local unit of government to enact a local income tax to provide property tax relief. <br />I believe we should have full public discussion of this option to see if it makes sense for South <br />Bend I would not support this measure unlless all new taxes generated are directed to property tax <br />relief. I also support HB 1004 - providing aulded deductions for older homes; HB 1006 - <br />providing additional deductions for various ,groups; and HB 1007 - providing a phase in for tax <br />increases greater than 75%. Fourth, I believe that we need to look at revenue sharing. When a <br />development happens outside the city limits that relies on city services, such as sewer and water, <br />the city should receive some property tax revem~e, not just another utility customer. Many <br />metropolitan areas are paving the way for such an~angements as they consolidate services and look <br />to become more efficient. <br />I will create a panel of fiscal advisors who will compare city and county data with other <br />communities across the state and the Midwest. They will make recommendations on how to keep <br />South Bend competitive. Everything will be on the table. How do we stack up comparing total <br />taxes and fees? What is our percentage ofNot-For-Profit (NFP) or tax exempt properties? How <br />does that effect our tax rates? Should we increase local income taxes with 100% dedicated to <br />property tax relief? Should we reduce the use of Tax Increment Financing or tax abatements? <br />What services could be consolidated with other units of government? In addition, all city <br />operations will be open for review. I believe that we excel in providing service, but I am open for <br />suggestions on ways to become more efficient. We will develop better benchmarks to make sure <br />that we continue to provide the best service at the best price to our customers. This effort will <br />help us become a world class city. With assistance from experts in business and the community, <br />from our local colleges and universities, we will meet the challenges of reassessment head on so <br />that we can continue to build South Bend <br />A-18 <br />
