Late January 2004 -First reading of the 2004 Capital Budget at Common Council Meeting. <br />Mid February 2004 -Final budget order from the State Tax Commissioners covering the City's <br />Operating Budget. This final action fixes all civil city appropriations, tax levies and tax rates. <br />This final budget order is required by state statute to be completed by mid February. <br />Mid February 2004 -Second reading of the 2004 Capital Budget and formal public hearing at <br />the Common Council meeting. Members of the public may speak during this portion of the <br />meeting. Also occurring at this meeting is the third reading and adoption of the 2004 Capital <br />Budget. Comments on the budget are limited to the Council Members during this portion. of the <br />meeting... <br />Early March 2004 -Appropriation approval from the Department of Local Government Finance <br />for the 2004 Capital Budget. This is the final action needed to complete the City's Operating <br />and Capital Budget process. <br />Acknowledgments <br />Last year's hard work and effort by many resulted in the City's budget document receiving <br />recognition from the Government Finance Officers Association. Once again, many people <br />contributed to the 2004 version, which includes significant improvements in several areas. <br />Special thanks should go to the City's Fiscal Staff and Department Heads for their efforts in their <br />respective areas. Thanks also should go to our elected officials for their support of the concept <br />and process.
