The net assets for government activities increased by $276,801, from $68.3 million in 2003
<br />to $68.6 million in 2004. This minimal increase is primarily attributable to lower actual
<br />Fending that coincides with lower property tax dollars collected. As explained earlier, the
<br />City received a larger distribution due to reassessment and an increase in delinquent taxes
<br />received in 2003. In 2004, after County wide appeals and property taxes adjustment the
<br />levels decreased to normal levels. The business -type net assets activities decreased by $2.5
<br />million, from ($128.1) million in 2003 to ($125.6) million in 2004. This decrease is due to
<br />a revenue increases that are not keeping up with utility operating costs. This trend is
<br />expected to change with a rate increase (wastewater) that took effect in late 2004 and a
<br />proposed rate increase (waterworks) in 2005 to help alleviate this deficit.
