The increase in changes in net assets for government funds increased $11 million, from $6.4 in 2002 to $17.4
in 2003. This increase is primarily attributable to an increase in property tax dollars collected. The decrease in
changes in the business -type net assets activities decreased $1.7 million, from $1.2 in 2002 to ($415,091) in
2003. This decrease is due to a revenue increase of less than 2 percent, $37.1 million compared to $37.0
million. Conversely, expenses increased by 6 percent, $37.5 million compared to $35.8 million. This trend is
expected to change with a rate increase (wastewater) to help alleviate this deficit.
City of South Bend's Changes in Net Assets
Table 2
Governmental
Business -type
Activities
Activities
Total
2002
2003
2002
2003
2002
2003
Revenues:
Program Revenues:
Charges for services
13,627,988
14,569,764
34,748,643
35,652,545
48,376,631
50,222,309
Operatirrg grants and
contributions
14,826,421
14,813,675
,020,628
,130,575
15,847,049
15,944,250
Capital grants and
contributions
)1842,673
1790,912
850,967
72,390
4,693,640
,863,302
General Revenues:
Property taxes
58,552,988
67,965,063
0
0
58,552,988
67,965,063
Other taxes
1143,905
,227,780
0
0
,143,905
,227,780
Grants and contributions not
restricted to specific
4,989,809
5,286,477
4,989,809
5,286,477
programs
Other Revenues
2,345,220
2,028,399
462,674
266,610
2,807,894
2,295,009
Total Revenues
109,329,004
7,682,070
37,082,912
37,122,120
146,411,916
154,804,190
Expenses:
General government
18,940,766
12,857,643
0
0
18,940,766
12,857,643
Public safety
38,925,286
48,2547995
0
0
38,925,286
48,254,995
Highways and streets
10,359,307
6,370,307
0
0
10,359,307
6,370,307
Health and welfare
75,000
99,586
0
0
75,000
99,586
Culture and recreation
7,488,084
10,899,340
0
0
7,4887084
10,899,340
Urban redevelopment
16,670,062
17,708,054
0
0
16,670,062
7,708,054
Interest on long -term debt
3,988,586
3,979,222
0
0
3,988,586
3,979,222
Water
0
0
,003,652
,676,058
003,062
11,676,058
Wastewater
0
0
13,681 ,575
14,402,563
13,681,575
14,402,563
