The increase in changes in net assets for government funds increased $11 million, from $6.4 in 2002 to $17.4
<br />in 2003. This increase is primarily attributable to an increase in property tax dollars collected. The decrease in
<br />changes in the business -type net assets activities decreased $1.7 million, from $1.2 in 2002 to ($415,091) in
<br />2003. This decrease is due to a revenue increase of less than 2 percent, $37.1 million compared to $37.0
<br />million. Conversely, expenses increased by 6 percent, $37.5 million compared to $35.8 million. This trend is
<br />expected to change with a rate increase (wastewater) to help alleviate this deficit.
