An agent of the City contacted the grant issuer, U.S. Department <br />of Justice, and specifically inquired as to time requirement of the funds. The agent for <br />the U.S. Department of Justice informed the City that there were no restrictions that <br />needed to be followed. These instructions, given to the City, were confirmed by an <br />auditor for the U.S. Department of Justice Office of the Inspector General. <br />Thomas J.
