Improve the City government's existing workforce, work environment and human development <br />systems to ensure that South Bend has the human resources necessary to achieve all its goals for <br />the next five years. <br />City Mission Statement and Department Purpose Statements <br />The City provides services to its customers through thirteen administrative departments. These <br />departments have unique purposes that are intended to support the citywide mission statement <br />which is "to be recognized as a model city." Each department has developed a purpose <br />statement which identifies their specific role. <br />Mayor's Office: Leading the community to become a model city through formulating <br />policy, directing operations and responding to customer concerns. <br />Common Council: Making certain that our City government is always responsive to the needs <br />of our residents and that the betterment of South Bend is always our <br />highest priority. <br />City Clerk's Office: Preserving all City Ordinances and Council meeting minutes for <br />generations yet to be, and providing fair and consistent treatment of our <br />Ordinance Violations Bureau customers. <br />Administration <br />and Finance: Providing financial and organizational stability for the City through sound <br />financial management while ensuring the existence of a safe work <br />environment, quality employee benefits and equal treatment for all City <br />employees. <br />Legal Department: Providing superior, professional and ethical legal services for our client; <br />the City of South Bend. <br />Police Department: Protecting the life, property and personal liberties of all individuals; <br />improving the overall quality of life by deterring criminal activity and <br />respecting cultural diversity; delivering fair and impartial law enforcement <br />services to all residents. <br />Fire Department: Providing the highest level of Fire and Emergency Medical Services <br />possible to all of our customers, saving lives and property, and striving to <br />become a model Fire Department for other cities in an efficient and cost - <br />effective manner. <br />Code Enforcement: Maintaining and improving the physical quality of life in our <br />neighborhoods. <br />Park and <br />Recreation: Offering all residents and guests of South Bend the highest quality of <br />recreational and leisure activities, while providing well- managed parks and <br />xii <br />
