MAIN STREET, SOUTH BEND, INDIANA, <br />PROPOSAL WP11 -037 <br />Dear Mr. Schalliol: <br />As you are aware, Wightman Petrie, Inc. has previously provided support to the City of South <br />Bend with respect to the former EMI Building, an approximate 16,000 sq. ft. structure with 45- <br />foot ceilings and adjoining paved parking /storage lots, located at 2020 S. Main Street, in South <br />Bend. Our services have included a boundary survey, asbestos inspection, material <br />characterization and subsequent disposal of waste materials left on site, and preparation of a <br />set of Demolition Specifications. Such Plans and Specifications were used as a basis for <br />solicitation of quotes from contractors in late 2010; however about that same time, a potential <br />investor was identified and all demolition /improvement activities were postponed. Such capital <br />investment was never secured and the site never addressed. <br />Therefore, the City of South Bend has requested that Wightman Petrie provide this proposal for <br />performing a review and update, as necessary, of the existing Plans and Specifications. Other <br />services requested by the City of South Bend include attendance at a Pre -bid Meeting, bidding <br />assistance to address bidder's questions /comments, and attendance at the Bid Opening. <br />It should also be noted that the demolition of the subject site, with the addition of alternate lots <br />to the north, will require a Rule 5 Permit to address erosion and stormwater runoff requirements <br />(site greater than 1 -acre of disturbance). Given that the period for the original Rule 5 Permit <br />approval (two years) would expire prior to the start-up of any of the currently proposed <br />demolition activity; the City of South Bend is also in need of services related to "re- issuance" of <br />a valid Rule 5 Permit for the subject site. <br />SURVEYING ENGINEERING ENVIRONMENTAL LANDSCAPE ARCHITECTURE <br />
