<br />REGULAR MEETING AUGUST 22, 2011 <br /> <br /> <br /> <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in <br />the Council Chambers of the County-City Building on Monday, August 22, 2011 at 7:00 <br />p.m. The meeting was called to order by Council President Dieter and the Invocation and <br />Pledge to the Flag were given. <br /> <br /> <br />ROLL CALL <br /> <br />COUNCILMEMBERS: <br /> <br />Present: Derek D. Talboom Deputy City Clerk <br /> Mary Beth Wisniewski Chief Deputy <br /> <br /> <br /> <br />REPORT FROM THE SUB-COMMITTEE ON MINUTES <br /> <br />To the Common Council of the City of South Bend: The sub-committee has inspected <br />the minutes of the August 8, 2011 Meeting of the Council and found them to be correct. <br /> <br />Therefore, we recommend the same be approved. <br /> <br /> s/Derek D. Dieter <br /> s/David Varner <br /> <br />Councilmember White made a motion that the minutes of the August 8, 2011 Meeting of <br />the Council be accepted and placed on file. Councilmember Oliver Davis seconded the <br />motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />SPECIAL BUSINESS <br /> <br />Report on Graffiti Program From Phil St. Clair, Director of Parks and Recreation. <br /> <br />Mr. St. Clair, Director, Parks & Recreation, 321 Walter Street, South Bend, Indiana, <br />advised that the Parks Department operates a year round graffiti removal crew which uses <br />a variety of removal methods involving soda blasting, chemicals, and painting. He stated <br />that they also work in conjunction with the existing SBPD crew providing them with <br />work assignments and maintaining the SBPD graffiti database. Additionally, the <br />Community and Economic Development Department hires independent contractors, via a <br />grant, to perform graffiti removal in its designated area. An agreement allowing the <br />Parks Department to directly oversee the Weed and Seed contractors for the remainder of <br />the grant is currently under discussion. He stated that from May 26, 2011 to August 18, <br />2011, the Park Department has cleaned 352 sites. 173 privately owned properties (homes <br /> 1 <br /> <br />
