REGULAR MEETING NOVEMBER 26, 2007 <br />Councilmember Dieter thanked Councilmember Kirsits for all his work in conducting the <br />tours of the schools and holding various public meetings to gather all the information <br />needed to make this decision. Councilmember Dieter stated that he will be voting in <br />favor of land marking Marquette School. <br />Councilmember Pfeifer agreed that this decision is the sole job of the Council. She noted <br />that in the past there has been a check list of criteria that needed to be met to declare <br />whether a building has historic significance or not. She advised that she will be <br />supporting the landmark designation, because she believes that sometime the past is <br />sometimes forgotten. <br />Councilmember White advised that she fully supports the education system and the South <br />Bend Community School Corporation (SBCSC.) She stated that the SBCSC knows the <br />needs of the children and the programs that need to be met. She believes that the children <br />need and deserve a new building. She stated that she will be voting against land marking <br />Marquette. <br />Councilmember Kirsits thanked everyone involved, Councilmembers, Historic <br />Preservation Staff, and the South Bend Community School Corporation for their time and <br />tremendous effort in gathering all the information needed to make this decision. He <br />advised that as for his decision on whether or not Marquette has an historic or <br />architectural significance would be the WPA connection. He stated that he does not <br />believe that the building meets all the historic criteria. He stated that he won't be voting <br />for historic designation. <br />Councilmember Varner made a motion for favorable recommendation to full Council <br />concerning this bill as substituted. Councilmember Rouse seconded the motion which <br />carried by a roll call vote of five ayes (Dieter, Pfeifer, Kelly, Varner, Rouse) and three <br />nays (Puzzello, White, Kirsits) <br />BILL NO. 76-07 <br />PUBLIC HEARING ON A BILL TO VACATE <br />THE FOLLOWING DESCRIBED PROPERTY: <br />THE STREET TO BE VACATED IS A PORTION <br />OF LAFAYETTE BLVD. FROM THE NORTH <br />RIGHT OF WAY LINE OF IRELAND ROAD <br />NORTH APPROXIMATELY 261 FEET WITH A <br />VARIED WIDTH LOCATED IN THE <br />SOUTHWEST PORTION OF THE CITY OF <br />SOUTH BEND, INDIANA IN THE 6TH <br />COUNCILMANIC DISTRICT <br />Councilmember Varner, Chairperson, Public Works and Property Vacation Committee, <br />reported that this Committee held a Public Hearing on this bill this afternoon and sends it <br />to the full Council with a favorable recommendation. <br />Pam Horvath, Danch, Harner & Associates, 1643 Commerce Drive, South Bend, Indiana, <br />made the presentation for this bill on behalf of the owners Gates & Gates Realty LLC and <br />Caroline Partners LLC.. <br />Ms. Horvath advised that the petitioners are requesting the approval of the vacation of a <br />portion of the East side of Lafayette Boulevard located on the northeast corner of Ireland <br />Road and Lafayette Boulevard and approximately 261 feet running north of Ireland Road <br />and 15 feet east of Lafayette Boulevard. The reason for this request is the result of the <br />recent realignment of Lafayette Boulevard. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />
