STUDEBAKER CORRIDOR DEVELOPMENT AREA <br />Bid Specifications and Design Considerations <br />Purchase of Redevelopment Property <br />Northwest corner of Sample and Main St. <br />Disposition Parcel 5 <br />All of the provisions of I.C. 36- 7 -14 -22 will apply to the bidding process. <br />2. All offers must not exceed a purchase price of $ 33,550. <br />3. The minimum site coverage should be 20% (building to site ratio). <br />4. All proposals must conform to the zoning requirements set forth for "D" light industrial <br />areas. All proposals must conform to height and area requirements as set forth for "I"" <br />areas. <br />5. All proposals must conform to the Studebaker Corridor Design Guidelines. <br />6. Proposed parkways and sidewalks should be consistent with existing parkway and sidewalk <br />dimensions. <br />7. All proposals must include a plan for on -site parking, storage, screening and landscaping, as <br />appropriate to the particular development. <br />8. All on -site storage areas must be screened with appropriate landscaping and /or fencing. <br />Barbed wire or razor wire on top of fencing is not acceptable. Trees, bushes or shrubs <br />should be a minimum of 6' high and spaced a maximum of 3' apart, depending on the nature <br />of the planting. Preference will be given to proposals which minimize the use of outside <br />storage areas. <br />9. The entire site will be properly landscaped according to the requirements set forth in the <br />Studebaker Corridor Design Guidelines. <br />10. Preference may be given to the bidder who is willing to undertake additional investment in <br />projects other than industrial, warehouse or convenience /service station projects that will <br />help implement the Downtown/East Bank plan. <br />11. Preference may be given to the bidder who will not request a tax abatement for the project <br />to be developed on the Main - Sample parcel. <br />12. Preference may be given to the bidder who agrees to work with the Urban Enterprise <br />Association and its Zone Resident Employment Program to place qualified zone residents in <br />jobs. <br />13. Preference may be given to the bidder who agrees to work with adjoining property owners <br />to organize property lines, circulation and parking in a coherent and cohesive site plan. <br />14. Preference may be given to the bidder who is proposing retail, a retail related or mixed -use <br />project that does not include the sale or dispensing of alcoholic beverages. <br />15. Preference may be given to designs which: <br />distribute building bulk along the South -East portion of the site, with on -site parking <br />and auto related functions located in the rear, or by other means, provide a visual or <br />physical definition between the site and the public right of way; <br />incorporate the historical theme of "Studebaker" into the proposal; <br />focus on the design of any building(s) as a means for drawing customer attention to <br />service being provided or business being conducted, in lieu of outdoor advertising <br />signage; and <br />utilize masonry or an approved material other than metal, as the primary building <br />material for facades. <br />F:\HOME\MGIULION\WPDATA\BIDSPECS\MNSMPL2.WPD <br />
