any, and the likelihood that granting the application <br /> will endanger the health, safety or welfare of the <br /> public. The Police Department shall recommend denial <br /> of the application if the applicant has been convicted <br /> of any felony or any crime against a person within <br /> twenty (20) years before the date of the application, <br /> or if the applicant has been convicted of a <br /> misdemeanor or of any crime or infraction involving <br /> dishonesty, driving while intoxicated or under the <br /> influence of alcohol or intoxicants, or driving with a � <br /> suspended license within ten (10) years before the <br /> date of the application or is currently on parole or <br /> probation under the Criminal Justice System of the <br /> United States or of any state. A report of the <br /> investigation and the recommendation of the Police <br /> Department,– shall be attached to the application for <br /> the consideration of the Controller. Any applicant <br /> who has a valid license as of the effective date of <br /> this ordinance shall be deemed to have met the <br /> requirements for a favorable Police Department <br /> recommendation as of that date. <br /> (2) The Controller shall consider the recommendation <br /> of the Police Department and all information provided <br /> relevant to the application in determining whether the <br /> application s,hould be granted. <br /> (hh) ��e—Issuance; denial : <br /> (1) If the Controller finds that the applicant for a <br /> company license is fit, willing and able to perform <br /> such public transportation and to conform to the <br /> provisions of this section and the rules promulgated <br /> by the Controller, the Controller shall issue a <br /> company license to the applicant stating: <br /> a. The name and address of the applicant. <br /> b. � The number of --�'�� �� �� taxicabs authorized <br /> under such certificate. <br /> c. The date of issuance. <br /> (2) If a company does not qualify for a license under <br /> the terms of this section, the application shall be <br /> denied. The applicant may then request a hearing <br /> pursuant to section 4-16 . <br />
