are given the authority and are instructed to observe the <br /> condition of drivers and -°��� taxicabs and conduct of <br /> holders and drivers operating under this section. Upon <br /> discovering a violation of the provisions of this section, <br /> the re3-��e—e�—Ee���-�Tfer�e�e�� Officer shall issue a <br /> citation. The Officer shall report the violation to the <br /> Controller, who will order or take appropriate action under <br /> section 4-16 . <br /> (dd) Penalties and impoundment of vehicles. <br /> (1) Any person operating a taxi company, operating as <br /> a taxi driver, or operating a vehicle as a taxi <br /> without a current license, in violations of section <br /> 4-17 or this section shall be fined $500 . 00 for the <br /> violation. Any person violating any other e-�—��2 <br /> provisions of this section shall be fined not more <br /> than one hundred dollars ($100 . 00) per violation. <br /> Each day that a violation is permitted to exist shall <br /> constitute a separate violation. <br /> (2) Any fines issued for a violation of this <br /> section' s provisions must be paid before a driver ' s <br /> license, �-���� taxicab license, or company license <br /> may be issued or renewed.
