Bend Central Development Area, and has supplemented the maps and plats of said area and has caused to <br />be prepared maps and plats of an additional blighted area immediately adjacent to the South Bend <br />Central Development Area hereinafter referred to as "Expansion Are No. 4 ", said maps and plats of the <br />South Bend Central Development Area and Expansion Area No. 4 show the boundaries of said areas, the <br />location of the various parcels of property, streets, alleys and other features affecting the acquisition, <br />clearance, replatting, replanning, rezoning or redevelopment of said areas and part of the areas that are to <br />be devoted to public ways, levees, sewerage, parks, playgrounds and other public purposes under the <br />plan for the redevelopment of the South Bend Central Development Area and Expansion Area No. 4 as <br />adopted herein, which said Expansion Area No. 4 is more particularly described as follows: <br />Expansion Area No. 4 <br />A parcel of land being a part of the City of South Bend, Portage Township, St. Joseph County, <br />Indiana and being more particularly described as follows: <br />Beginning at the intersection of the North right -of -way line of La Salle Avenue and the West <br />right -of -way line of Lafayette Boulevard; thence North along the said West right -of -way line to <br />the North right -of -way line of Park Lane projected West; thence East along said projected right- <br />.. of -way line and the North right -of -way line of Park Lane to the East right -of -way line of <br />Michigan Street; thence South along said East right -of -way line to the North right -of -way line of <br />Bartlett Street; thence East along said North right -of -way line to the East right -of -way line of St. <br />Joseph Street projected North; thence South along said projected line and the East right -of -way <br />line of St. Joseph Street to the North right -of -way line of Marion Street; thence East along the <br />said North right -of -way line and its projection to the East to the centerline of the St. Joseph <br />River; thence Southwesterly along said centerline of the St. Joseph River to the South right -of- <br />way line of Madison Street projected to the East; thence West along said projected line and the <br />South right -of -way line of Madison Street to the West right -of -way line of Michigan Street; <br />thence South along said West right -of -way line to the North right -of -way line of La Salle <br />Avenue; thence West along said North right -of -way line of La Salle Avenue to the place of <br />beginning containing 78.15 acres; and <br />WHEREAS, the Commission desires to further amend Resolution No. 737 by expanding the <br />South Bend Central Development Area to include Expansion Area No. 4 (the South Bend Central <br />Development Area and Expansion Area No. 4 are collectively referred to hereinafter as the "Area ") so as <br />to facilitate and enhance the replanning, redevelopment and disposition of property within the Area: and <br />WHEREAS, Section 39 of the Act permits the creation of an allocation area within a blighted <br />area to provide for the allocation and distribution, as provided by the Act, of the proceeds of taxes levied <br />on property situated in the allocation area; and <br />WHEREAS, the Commission in accordance with the Act, has previously established the South <br />Bend Central Allocation Area (South Bend Allocation Area No. 1 A); and <br />WHEREAS, the Commission, in accordance with the Act, expanded the boundaries of the South <br />Bend Central Allocation Area (South Bend Allocation Area No. 1 A) to include Expansion Area No. I by <br />the adoption of Resolution No. 834, adopted on March 11, 1988, and confirmed by Resolution No. 836, <br />adopted on April 15, 1988 and to include Expansion Area No. 2 and Expansion Area No. 3 by the <br />adoption of Resolution No. 893, adopted on October 27, 1989 and said expanded Area was designated <br />the South Bend Central Allocation Area (South Bend Allocation Area No. 1 A); and <br />WHEREAS, the Commission now desires to establish a new Allocation Area to consist of the <br />area located in Expansion Area No. 4; and <br />WHEREAS, Section 17.5 of the Act provides for the means for amending a resolution or plan in <br />a way that enlarges the boundaries of a redevelopment area by not more than twenty percent (20 %) of the <br />original redevelopment area; and <br />WHEREAS, there was presented to this meeting of the Commission for its consideration and <br />approval a proposed amendment to the Development Plan ( "Amendment to South Bend Central <br />Development Area Development Plan, Expansion Area No. 4, Downtown Medical Services District ", <br />attached herein as "Exhibit A ") setting out the boundaries of the Area and identifying the types of <br />redevelopment projects and purposes to be undertaken in the Area, which Development Plan is entitled: <br />3 <br />
