Work with state and local officials to dedicate a portion of funds from <br />existing homeownership programs to the Area; <br />Encourage the creation and expansion of homeownership incentive <br />programs among area institutions and large employers. <br />D. St. Joseph Regional Medical Center <br />Administrators of St. Joseph Regional Medical Center announced in 2002 that the <br />35 -acre hospital site on LaSalle Avenue in South Bend would close, and its <br />operations would be consolidated with those of St. Joseph Community Hospital in <br />a new facility to be built in Mishawaka. <br />The nine buildings of the existing St. Joseph health complex cover an area <br />totaling approximately 800,000 sq ft. (See Map 12.) The University of Notre <br />Dame has an option to purchase the land and is currently studying the feasibility <br />of several possible plans for its redevelopment. It is anticipated that should the <br />university elect to purchase the site, university administrators will lead an effort to <br />bring a desirable use or mix of uses to the site that will further the goals and <br />objectives of the Development Area Plan. <br />Though the relocation of St. Joseph Regional Medical Center is a loss for both the <br />City and the Northeast Neighborhood, the relatively large size of the infill site <br />does present a unique opportunity for potential new development and investment <br />in the neighborhood. In making determinations about what the private market <br />will bear and which uses will be most compatible with the surrounding area, the <br />proposed activities and strategies for other sub -areas within the Northeast <br />Neighborhood Development Area should be carefully considered. The proximity <br />of the site to LaSalle Avenue and the South Bend Central Development Area also <br />suggests the need for coordination of project planning with the South Bend <br />Central Development Area Plan. <br />Sub -area goals: <br />Coordinate a collaborative planning process that will involve <br />neighborhood and city residents, stakeholders and local government in <br />determining the redevelopment potential for the St. Joseph Medical Center <br />site; <br />Anticipate environmental remediation, infrastructure upgrades, sensitivity <br />to contextual historic structures and other development challenges that <br />may be presented by the site; <br />26 <br />
