• Facilitate consolidation of parcels and replatting to create optimally -sized <br />commercial and multi - family residential development sites; <br />• Generate more economical or civic use. out of underutilized real estate, <br />particularly land that can be more effectively developed within updated <br />zoning classifications; <br />• Retain, expand and improve locally owned and operated businesses; <br />• Attract unique and cost - competitive national caliber and regional retailers, <br />particularly those with urban shopfront appeal and that would serve the <br />day -to -day needs of the neighborhood and community; <br />• Support small scale, mixed -use developments with residential, retail and <br />light commercial components; <br />• Create a pedestrian- friendly focal point and gathering place at the center of <br />the neighborhood featuring a mix of commercial, civic, institutional and <br />recreational uses; <br />• Introduce vehicular circulation patterns designed to maximize accessibility <br />and visibility of destination points; <br />• Implement a shared urban parking scheme adequate to meet the needs of <br />the district's commercial, civic, institutional, recreational and residential <br />uses; <br />• Encourage design standards that confirm the urban setting (i.e., retaining <br />the street wall, siting off - street parking behind storefronts); <br />• Encourage design elements that provide visual identification clues for a <br />sense of place or destination (i.e., coordinated signage, lighting, street <br />furnishings and pavement systems); <br />• Consider creating a Business Improvement District to provide daily <br />maintenance, improved safety, District -wide marketing and business <br />support. <br />B. Georgiana - Talbot Residential Redevelopment Area <br />An area bounded by the west side of Georgiana Street on the west, Howard Street <br />on the south, Fredrickson Park and the South Bend Housing Authority site on the <br />east and the Notre Dame Woods to the north will be designated as a housing <br />redevelopment sub -area.
