• to protect and increase the property tax base of the area; <br />• to introduce a variety of retail services to serve current residents and <br />support residential growth; <br />• to create employment opportunities through new retail and commercial <br />development; <br />• to encourage housing options for a diversity of household types, age <br />groups, and income levels; <br />• to improve conditions that determine the overall livability of the Northeast <br />Neighborhood, including its physical environment, social capacities, <br />economic viability, public safety concerns and connections with the wider <br />community. <br />C. Objectives <br />The objectives of the Development Area Plan are: <br />• to stimulate private sector investment within the neighborhood, including <br />new construction, rehabilitation, and the reuse of vacant or underutilized <br />land, buildings and facilities; <br />• to coordinate and guide existing economic revitalization strategies, <br />physical redevelopment programs and human and social service programs <br />of private sector stakeholder organizations and public and non - profit <br />agencies within a comprehensive Development Plan; <br />• to implement the most current land use and zoning recommendations of <br />the Area Plan Commission of St. Joseph County and the South Bend <br />Common Council, which encourage urban residential density and mixed - <br />use development, where appropriate; <br />• to promote design standards that respect and conserve the architectural and <br />social fabric of the neighborhood; <br />• to minimize the intrusion of negative impacts of commercial development <br />on the adjacent residential areas, such as vehicular traffic, noise, trash and <br />other nuisances; <br />• to improve vehicular traffic circulation patterns in the area for the public <br />safety benefit of all South Bend residents and visitors; <br />15 <br />
