54 L G hereto and incorporated herein as Exhibit "A "; and WHEREAS, the Amendment to the Development Plan sets out the boundaries of the Development Area and further identifies the types of redevelopment projects and purposes to be undertaken in the Development Area; and WHEREAS, the Development Plan as amended is entitled the "South Bend Central Development Area Development Plan South Bend, Indiana" dated December 19, 2003 and is hereinafter referenced herein as the "Development Plan"; and WHEREAS, the Development Plan has been revised consistent with the proposed Amendment described herein, and has been considered by the Commission at its meeting; and WHEREAS, the Development Plan, as amended, consists of a typewritten document comprised of 28 pages plus modifications and 3 exhibits; and WHEREAS, Section 39 of the Act permits the creation of an allocation area within a blighted area to provide for the allocation and distribution, as provided by the Act, of the proceeds of taxes levied on property situated in the allocation area; and WHEREAS, the Commission in accordance with the Act, has previously established the South Bend Central Allocation Area ( "South Bend Allocation Area No. lA "); and WHEREAS, the Commission, in accordance with the Act, has previously expanded the boundaries of the South Bend Allocation Area No. IA to include: Expansion Area No.1 by the adoption of Resolution No. 834, adopted on March 11, 1988, and confirmed by Resolution No. 836, adopted on April 15, 1988; Expansion Area No. 2 and Expansion Area No. 3 by the adoption of Resolution No. 893, adopted on October 27, 1989; Expansion Area No. 5 by the adoption of Resolution No. 2001 on October 3, 2003; and WHEREAS, South Bend Allocation Area No. 1 A does not include Expansion Area No. 4 as described and approved in Resolution No. 1737 adopted on February 18, 2000; and WHEREAS, the Commission now desires to further expand the boundaries of South Bend Allocation Area No. I to include that area heretofore referenced as "Expansion Area No. 6 "• and WHEREAS, the South Bend Allocation Area No. 1 A as expanded to include Expansion
