WHEREAS, at the hearing held by the Commission on the 3rd day of October, 2003, at 10:00 a.m. Eastern Standard Time, at 1308 County -City Building, South Bend, Indiana, the Commission heard all persons interested in the proceedings and received and considered O written remonstrances and objections and other such evidence presented. THE COMMISSION HEREBY FINDS THAT: (i). The proposed amendment to Resolution No. 818 to exclude Reduction Area No. 1 is reasonable and appropriate when considered in relation to Resolution No. 818 and the purposes of the Act. (ii). The proposed amendment to the West Washington- Chapin Development Area Development Plan is reasonable and appropriate when considered in relation to the Development Plan and the purposes of the Act. (iii). Resolution No. 818, as amended herein, conforms to the comprehensive plan for the City. (iv). The Development Plan, as amended herein, conforms to the comprehensive plan for the City. NOW, THEREFORE BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION, GOVERNING BODY OF THE CITY OF SOUTH BEND DEPARTMENT OF REDEVELOPMENT, AS FOLLOWS: (1). The West Washington- Chapin Development Area is hereby reduced to delete Reduction Area No. 1 as described in the 5`h WHEREAS clause above. (2). The West Washington- Chapin Development Area, as reduced herein to exclude Reduction Area No. 1 shall be hereinafter known as the "West Washington- Chapin Development Area" and is more particularly described as follows: West Washington- Chapin Development Area A Parcel of land being a part of Section 10, and a part of Section 11, Township 37 North, Range 2 East, City of South Bend, Portage Township, St. Joseph County, Indiana, and being more particularly described as follows: Commencing at the point of intersection of Western Avenue and William Street; thence North along the centerline of William Street to the Easterly projection of the Southerly right -of- way first 14.0 foot alley; being the point of beginning; thence Westerly along the South right -of- way line of said 14.0 foot alley and projected to the intersection of the West right -of -way line of Taylor Street; thence North along the West right -of -way line of Taylor Street to the intersection of the South right -of -way line of Wayne Street; thence West along the South right -of -way line of Wayne Street to the intersection of the East right -of -way line of Scott Street; thence South along the East right -of- way line of Scott Street to the intersection of the Easterly projected South right -of -way line of Napier Street; thence West along the South night- L
