the South right -of -way line of Washington Street; thence East along said South right -
<br />of -way line to the West right -of -way line of Chapin Street; thence North to the North
<br />right -of -way line of Washington Street; thence East along said North right -of -way
<br />line to the East right -of -way line of Williams Street; thence South to the place of
<br />beginning containing 9.97 acres more or less;
<br />and
<br />WHEREAS, consistent with the Act, the Commission has previously caused to be prepared
<br />certain maps and plats of the West Washington- Chapin Development Area, and has supplemented
<br />said maps and plats of the West Washington- Chapin Development Area by causing to be prepared
<br />additional maps and plats depicting the West Washington- Chapin Development Area and Reduction
<br />Area No. 1; and
<br />WHEREAS, said maps and plats of the West Washington- Chapin Development Area and
<br />Reduction Area No. 1 show the boundaries of said areas, the location of the various parcels of
<br />property, streets, alleys and other features affecting the acquisition, clearance, replatting, replanning,
<br />rezoning or redevelopment of said areas and parts of the areas that are to be devoted to public ways,
<br />levees, sewerage, parks, parks, playgrounds and other public purposes under the plan for
<br />redevelopment of the West Washington- Chapin Development Area as modified herein; and
<br />WHEREAS, the West Washington- Chapin Development Area as contracted and reduced
<br />by Reduction Area No. 1 shall hereinafter be referred to as the "West Washington Chapin
<br />Development Area"; and
<br />WHEREAS, the Development Plan for the West Washington- Chapin Development Area
<br />as adopted by Resolution No. 818 includes a list of parcels of property to be acquired within the
<br />West Washington- Chapin Development Area in order to accomplish the Development Plan; and
<br />WHEREAS, the Development Plan as adopted by Resolution No. 818 was amended by
<br />Resolution No. 990 adopted on May 10, 1991, and was further amended by Resolution No. 1243
<br />adopted on May 6, 1994, and was further amended by Resolution No. 1399 adopted on January 2,
<br />1996, and was further amended by Resolution No. 1436 on July 3, 1996 and said Resolution Nos.
<br />990, 1243, 1399 and 1436 modified the list of parcels to be acquired by adding parcels to the list;
<br />and
<br />WHEREAS, Resolution No. 1243 further amended the Development Plan bymodifying the
<br />section of the Development Plan addressing the membership of the West Washington- Chapin
<br />Design Review Committee; and
<br />WHEREAS, there was presented to this meeting of the Commission for its consideration
<br />and approval a proposed amendment to the West Washington- Chapin Development Area
<br />Development Plan which said amendment is consistent with the contraction of the West
<br />Washington- Chapin Development Area to exclude Reduction Area No. 1, from the development
<br />area by replacing pages 2a, 4a, 5a, 6a, 7a, 10a, 11 a, and 16h with pages 2a -2, 4a -2, 5a -2, 6a -2 -i, 6a-
<br />2-ii, 7a -2, 10a -2, 11 a -2, and 16h -2 of the Development Plan; and
<br />WHEREAS, the Development Plan as amended herein is entitled the "West Washington -
<br />Chapin Development Area Development Plan" dated October 3, 2003 and, the Development Plan
<br />as amended herein shall be hereinafter referenced as the "Development Plan"; and
