project area of which the district will be a part. The district is also being <br />created to assist in the master planning and financing for all aspects of <br />the proposed redevelopment and development of this project district. In <br />addition to being located within the SSDA tax increment finance allocation <br />area, a sales tax increment finance allocation area will be established to <br />aid in the redevelopment of the three project district sub - districts. The <br />following section provides additional information on the area and district - <br />wide history, conditions and trends. <br />A. Project District History <br />As residential development began to move south out of the central city in <br />the post war era, a commercial shopping corridor was set aside and <br />planned for the growing south side population. As was the common <br />planning practice for metropolitan areas in the Post -War era, the South <br />Bend /Mishawaka /Elkhart area proposed to develop a bypass <br />"expressway" roadway system on the south side of the cities to provide <br />connectivity to the three population centers and ultimately connect at the <br />west and east with the new East/West Interstate Roadway System being <br />developed along the northern part of the state and throughout the United <br />States. An unintended by- product of this "bypass plan" was that it set a <br />growth boundary for the south side development of South Bend and <br />allowed for the commercial node planned along Ireland Road east of <br />Michigan Street to became a major regional retail commercial node. The <br />Broadmoor Shopping Plaza, on the northeast corner of Miami & Ireland <br />opened for business in 1954 with 17 stores and 450 parking spaces. In <br />1966, a conceptual development plan was presented for the southeast <br />corner of Miami & Ireland showing a development plan for a 521,000 sq ft, <br />all year, comfort- controlled shopping center that would serve as the first <br />regional, multi- county, enclosed shopping mall. After a 5 Y2 year delay <br />fighting the State Highway Department on the alignment plans for the <br />proposed bypass, Scottsdale Mall opened on August 1, 1973, with a total <br />of 102 stores spaces including three major anchor tenant facilities. <br />As a parallel to the south side development, a second, larger regional mall <br />concept was developed in a greenfield area on Grape Road in an area <br />recently annexed by Mishawaka. In 1979, University Park Mall opened at <br />the intersection of Grape Road and Cleveland Road. <br />Over the course of the next 25 years, the Ireland Road Commercial <br />Corridor experienced limited growth due to the lack of available vacant <br />land and the development of the Scottsdale residential subdivision <br />immediately adjacent to the Scottsdale Mall.
