• The designation of the South Side Development Area helps to <br />encourage and show support for city government and community <br />support of the redevelopment, development and revitalization <br />efforts of the South Gateway Association. The City staff will <br />continue to work with the South Gateway Association to encourage, <br />supplement and extend their positive efforts throughout the <br />southern quadrant of the city. <br />The revitalization and development of the South Side Development <br />Area will help further the image that the City of South Bend is a <br />great place to live, work, shop and play and insure that South Bend <br />is a 21st Century City. <br />In conclusion, while the South Side Development Area is comprised of <br />four sub - areas, a number of common challenges and opportunities are <br />found throughout the entire planning and development area. The South <br />Side Development Area redevelopment and revitalization strategy will <br />operate on two levels: one, attacking problems common to the total area; <br />and, two, devising sub -area plans that address the unique challenges and <br />opportunities found in each of the four sub - areas. <br />C. Erskine Hills Sub -Area Overview <br />This sub -area located within the South Side Development Area consists of <br />329.1 acres and is generally described as the commercial area west of <br />York Road west to Fellows Street. The sub -area is principally located <br />around the intersection of Ireland Road and Miami Street and will serve as <br />the center hub of the new Erskine Hills Shopping District which will extend <br />from Ironwood Drive on the east to Michigan Street on the west. This <br />area is completely developed with a variety of commercial uses, some <br />residential properties adjacent to the Bypass and two large non- <br />commercial land users (Erskine Park Golf Course and the Lesea <br />Development) that occupy a large percentage of the developmental <br />acreage within the sub -area. The development challenges in this sub- <br />area include the redevelopment of the Scottsdale Mall property, the need <br />to create a traffic connection to the Bypass from Miami Street, the <br />physical location of the Bypass as a southern growth boundary, the rolling <br />topography, the need for private sector enhancement and redevelopment <br />of targeted commercial properties within the sub -area. The opportunities <br />for the sub -area include its location near strong residential areas to the <br />south, north and east, its identity as the major south side commercial <br />node area with a strong base of community support, its central location <br />within the Erskine Hills Shopping District, and its location at the major <br />traffic intersection of Ireland Road and Miami Street.
