I. INTRODUCTION <br />14 <br />A. Purpose <br />The purpose of this general development plan is: <br />to establish an organizing vision, mission statement, strategy and <br />action plan for the redevelopment, revitalization and renewal of <br />property located within the Erskine Hill Sub -Area of the South Side <br />Development Area (SSDA) which is located in the southern <br />quadrant of South Bend; <br />2. to form an economic development project district and a sales tax <br />increment finance allocation area; <br />3. to support and coordinate the activities within the economic <br />development project district proposed for designation within the <br />Erskine Hills Sub -Area and the larger South Side Development <br />Area; <br />4. to establish the framework for a collaborative, detailed planning <br />program involving neighborhood residents, area businesses, and <br />civic and institutional partners, for each of the sub - districts within <br />the larger planning and development district known as the South <br />Side Economic Development Project District (SSEDPD). <br />B. South Side Development Area Overview <br />The South Side Development Area ( "Area ") is composed of four separate <br />sub -areas including the East Ireland Road Sub -Area, the Erskine Hills <br />Sub -Area, the South Gateway Sub -Area and the Michigan & Main Street <br />Commercial Corridor Sub -Area (See Map 2). The designation of this <br />project area in December 2002 allows for these four sub -areas to be <br />developed, planned and managed in a cohesive manner over the full <br />lifespan of this area. The designation of this project area as a <br />redevelopment area, and the creation of both a tax increment finance <br />(TIF) allocation area and a sales tax increment finance (STIF) allocation <br />area, will allow for the full set of tools and funding mechanisms to be used <br />in redevelopment and development efforts. <br />The South Side Development Area totals approximately 1070 acres of <br />land.
