I. INTRODUCTION <br />A. Purpose <br />The purpose of this general development plan is: <br />to establish an organizing vision, mission statement, strategy and <br />action plan for the redevelopment, revitalization and renewal of the <br />South Side Development Area which is located in the southern <br />quadrant of South Bend; <br />2. to form a new redevelopment and tax increment allocation area; <br />3. to support and coordinate the activities within a sales tax increment <br />finance district proposed for designation within the Erskine Hills <br />Sub -Area; <br />4. to establish the framework for a collaborative, detailed planning <br />program involving neighborhood residents, area businesses, and <br />civic and institutional partners, for each of the sub -areas within the <br />larger planning and development area known as the South Side <br />Development Area. <br />B. Project Area Overview <br />The South Side Development Area is composed of four separate sub- <br />areas including the East Ireland Road Sub -Area, the Erskine Hills Sub -Area, the <br />South Gateway Sub -Area and the Michigan & Main Street Commercial Corridor <br />Sub -Area (See Map 2). The designation of this project area will allow for these <br />four sub -areas to be developed, planned and managed in cohesive manner over <br />the full lifespan of this development area. The designation of this project area as <br />a redevelopment area, and the creation of both a tax increment finance (TIF) and <br />a sales tax increment finance (STIF) district, will allow for the full set of tools and <br />funding mechanisms to be used in redevelopment and development efforts <br />within this project area. Brief sub -area descriptions are included within this plan, <br />but future plans for the sub -areas will be developed as redevelopment and <br />development activities necessitate a specific action and plan. All future sub -area <br />plans will be developed within the context of this larger plan. <br />The new planning and development project area will total approximately <br />XXXX acres of land. The land uses within the South Side Development Area <br />include industrial, commercial, residential and public uses, park land and open <br />4 <br />
