1. The actions taken by Jon R. Hunt, Executive Director of the City of South Bend <br />Department of Community and Economic Development as expressed in Mr. Hunt's letter of <br />November 8, 2002 to Northern Electric's representative, Philip Panzica, President of Panzica <br />Building Corporation relating to the Project on behalf of the City is hereby in all respects <br />ratified, confirmed and approved. <br />2.
