South Bend Redevelopment Commission <br />Rescheduled Regular Meeting -August 25, 2006 <br />6. NEW BUSINESS (CONT.) <br />C. South Bend Central Development Area <br />(1) Commission approval requested for <br />Authorization for Entry Upon Public <br />Property for Former Rink Riverside Site <br />Redevelopment Project. <br />Ms. Laurent noted that this is an access <br />agreement which allows the principals of <br />Eco-Urban Collaborative to contract with a <br />local engineering firm to conduct a soil <br />boring analysis on the former Rink Riverside <br />property. On April 7 staff reported to the <br />Commission certain weaknesses with the two <br />proposals that the Commission had received <br />concerning the purchase and development of <br />the site. In subsequent communications with <br />the Eco-Urban Collaborative, staff suggested <br />three areas needing improvement in its <br />proposal: (1) a clearer, more detailed project <br />pro forma, (2) proof of financial backing, and <br />(3) proven capacity to complete the <br />development project, whether that be a <br />partnership with a more experienced <br />developer, or some other means of bringing <br />development expertise and accountability to <br />the project. On May 19 the Commission <br />directed staff to close conversations with the <br />two development firms based upon the terms <br />they had previously presented in their <br />respective proposals, and to encourage the <br />two to bring back new proposals. At the same <br />time, the Commission left open the <br />possibility that consideration of other <br />proposals that might be presented. So, Eco- <br />Urbancontinues to pursue many avenues of <br />refinement of their original proposal and at <br />this time they wish to conduct site-specific <br />due diligence on the site and need the <br />Commission's permission to do so.
