Public Hearing <br />() continued... <br />Ms. Greene also pointed out that there is a <br />clear distinction between an economic <br />development area and a redevelopment area. <br />While it is very easy to talk about TIF being <br />used generally, TIF is used very differently <br />in those two types of development are. This <br />is primarily due to the fact that the use of <br />TIF in each type of development area is <br />based upon the reasons that the development <br />area was established originally. Therefore, <br />the Development Plan imposed for each type <br />of development area will vary. In a <br />redevelopment area the Commission's focus <br />is eliminating blight. The findings on which <br />such designation of a redevelopment area is <br />based is that there are deteriorating buildings <br />and other conditions which cannot be turned <br />around without government involvement. <br />Conversely, in an economic development <br />area, the focus of the Development Plan is <br />increasing the tax base and creating jobs. <br />The findings on which the Commission's <br />designation of the economic development <br />area is based is that the area lacks the <br />infrastructure necessary for business <br />development TIF dollars get spent based on <br />the Development Plan in place for the <br />development area. In a nutshell, the <br />Development Plan for the area depends on <br />what you are trying to correct -blight or <br />lack of business development. <br />Mr. Peterson noted that Resolution No. 2254 <br />expands the Airport allocation area. It really <br />has nothing to do with the Portage Prairie <br />project. The developer has already obtained <br />45 <br />
