Public Hearing <br />() continued... <br />Prairie development into the Airport TIF by <br />itself. The intent of TIF districts are to fix up <br />blighted areas. If anything LaSalle Square <br />should be in a TIF district. LaSalle Square is <br />an area of the city that needs redevelopment, <br />and is part of ht eLincolnway corridor. This <br />area of the city is the first area, which people <br />see coming form their drive in from the <br />airport. <br />I have been attending a subcommittee of the <br />Community Forum for Economic <br />Development. We have been discussing TIF <br />districts and tax abatements. Marty Wolfson <br />and two representatives from the economic <br />redevelopment committee of South Bend have <br />been at these meetings, along with other <br />concerned citizens and groups, including a <br />group representing Mental propeNties. I <br />believe TIF districts serve a purpose, but the <br />time limits seem too long. TIF districts can <br />presently exist for 30 years under the present <br />law. I believe the airport district has no <br />limit, since it was initiated before the new <br />law. TIF district taxes can only be used for <br />infrastructures and not for schools, teachers, <br />police offices, firefighters, or libraries. As <br />you can see this is the drawback from TIF <br />districts. The TIF districts take revenue <br />away from operational expenses of the city <br />and county. <br />I realize that the city probably gets more tax <br />revenue, but this money is now controlled by <br />folks who are not voted for. The tax money is <br />controlled by the recommendations of the <br />32 <br />
