Public Hearing <br />() continued... <br />What we would propose is to take a <br />demographic within a geographic, which you <br />can choose Beacon Heights, LaSalle Park, <br />whatever you would like to choose, take <br />those families, give them a self sufficiency <br />plan, matriculate them through an eighteen to <br />twenty four month system, and provide them <br />with home ownership opportunities back <br />within the same geographic from which they <br />started, so as to build a foundation whereas to <br />strengthen the entire community. I am pleased to see Mr. Phair <br />has read so carefully my Michiana Point of <br />View in the South Bend Tribune. I will try to <br />address the main point, and that is, with the <br />improvements to Dylan Drive and the other <br />infrastructure projects in Portage Prairie, will <br />not be using TIF funds. There is $2.058 <br />million that are mentioned in this <br />development agreement and the point we are <br />discussing today is the incorporation of the <br />first phase of Portage Prairie into the Airport <br />Economic Development Area, which we <br />know is a TIF increment financing district. If <br />that $2 million for those local public <br />improvements are not going to be drawn <br />from TIF funds, I think it is interesting to <br />know. My impression was otherwise. If <br />they are not, I would like to know where they <br />20 <br />
