Public Hearing <br />() continued... <br />Mr. King asked if anyone wished to speak <br />against Resolution No. 2254. <br />MS. GLENDA RAE HERNANDEZ: 702 E. <br />South Street, which is located in the Monroe <br />Park area, an area which was redeveloped by <br />this Commission some twenty years ago. I <br />am here to say that I am opposed to including <br />Portage Prairie in the Airport TIF as the plan <br />now stands. It has always been my <br />understanding that the mission of this body is <br />to redevelop areas of the city which are <br />unable to turn around on their own without <br />some assistance from public dollars. It does <br />not appear to me that this is the case with <br />Portage Prairie. As increased taxes are <br />collected in this new area of the city, being in <br />a TIF means that they will then be spent on <br />infrastructure in the new area, not an area <br />needing redevelopment. At the last meeting <br />of the Commission the staff was asked to <br />bring a report on the feasibility of including <br />LaSalle Square in this same TIF. That would <br />be an appropriate way to spend public dollars <br />to help a declining area be redeveloped. I <br />would ask that you table this resolution until <br />such time as you get the report concerning <br />LaSalle Square; and I would urge you, then, <br />to carefully consider that if you are willing to <br />include Portage Prairie on the outskirts of the <br />city, in the Airport TIF, that you at least <br />balance that by also including an inner part <br />of the city in order that it, too, might benefit <br />from some of the captured tax revenues, so <br />that it can be redeveloped into an economic <br />asset to our city.
