Airport Economic Development Area <br />continued... <br />Mr. Witwer responded that the capital budget <br />is a twenty-year budget, ending in 2022. <br />$4,000 is allocated annually for bunker <br />renovation. John Quickstad has been doing <br />what he can with that amount each year, but <br />is not keeping up with the deterioration. The <br />design of the course has been deficient in <br />how rain drains through, around and in the <br />bunkers. It has finally gotten to a point <br />where it needs a major renovation. <br />Ms. Jones noted that the 2006 capital budget <br />included $100,000 for bunker renovation. <br />Mr. Witwer responded that the intent was to <br />spend $100,000 in 2006 and $150,000 in <br />2007. <br />Mr. King asked what was to be the source of <br />those funds. <br />Mr. Witwer responded that they were to <br />come from TIF funds. <br />Mr. Inks noted that the Blackthorn Joint <br />Committee, made up of the two co-owners of <br />the Blackthorn Golf Course, the Airport <br />Authority and the Redevelopment <br />Commission, have an interest in the net <br />income from the golf course after the bond <br />payments are made. Each year that joint <br />committee reviews the operating budget for <br />the golf course and the capital requests for <br />the coming year. Those capital requests <br />often cannot be funded wholly from the <br />operating budget. To the extent that they <br />31 <br />
