South Bend Central Development Area <br />() continued... <br />In addition, highest and best use dictates that <br />the greatest number of people who can <br />benefit from the `improvements' be served in <br />a given site. The best sites, in effect, create <br />the largest demand and deserve the greatest <br />densities. <br />There's a walking bridge down in Lafayette <br />that the City put across the river. It sits <br />behind The Landing shopping center. They <br />made it wide enough, with punch-outs---it's <br />become a very popular place for people to <br />enjoy on nice days. It isn't nearly as nice a <br />view as the St. Joseph River downtown. <br />Mr. Perri: It's like sitting on the wall at <br />Century Center and looking at the cascading <br />water. From the other side, we've taken <br />pictures from a bucket truck that show a <br />beautiful view from the Wharf site. It's a <br />vision that we can have here. The aesthetics <br />are there. <br />12. Improvements to the Site will enhance, <br />rather than detract from, both the public <br />views of the river and access to the river via <br />the East Race walkway currently in place <br />Advance Question 12a) Address the concern <br />that East Gateway would privatize or <br />otherwise lessen public access to and <br />enjoyment of the river. <br />31 <br />
