South Bend Central Development Area <br />() continued... <br />(including frontage on both sides) on the <br />north and, of course, the river on the west. <br />The secondary planning area extends outside <br />the primary area to an indeterminate distance, <br />with the objective to identify factors (road <br />improvements, developments, etc.) that may <br />significantly affect the primary planning <br />area. <br />The reason to develop a project within a <br />large planned area is that no project, even a <br />major project as proposed, is developed - or <br />is perceived - in a vacuum. Whether the <br />project is residential or commercial, the <br />appeal depends as much on the "context" as <br />on the project itself. It has been our <br />experience that perceived and actual <br />"momentum" in a project area is very <br />important. <br />When completed, a master plan allows a <br />more refined approach to decision making in <br />the planned area and results in a more <br />cohesive, orderly growth that raises the <br />development potential and value. <br />to the East Bank.
