(Basic Machine) <br />Mr. Schalliol noted that at its February 3, <br />2006 meeting the Commission approved an <br />agreement with South Bend Heritage <br />Foundation that, among other items, outlined <br />a budget for the use of the ~Uest <br />Washington/Chapinbevelopment Area TIF <br />funds. The purpose of this agenda item is to <br />reallocate a portion of the funding within the <br />budget to cover some unforeseen expenses <br />related to demolition of the Basic Machine <br />property at LaSalle and William Streets. <br />During demolition and clearance, the <br />following conditions were found on the site, <br />which could not reasonably be foreseen at the <br />time of the contract: (1) A large concrete <br />vault under the sidewalk on the LaSalle St. <br />side of the property. The vault must be <br />removed, filled and compacted, and the <br />sidewalk and street sections repaired or <br />replaced. (2) A concrete sump pump and <br />five hydraulic car lift cylinders were found. <br />These must be removed, environmentally <br />tested and the area filled and compacted. (3) <br />A section of the east-west alley that runs <br />parallel to the site needs to be widened and <br />improved to a 14' width along the length of <br />the project site.
