South Bend Redevelopment Commission <br /> Regular Meeting—June 28, 2011 <br /> 6. NEW BUSINESS (CONT.) <br /> J. Public Hearing <br /> (1) continued... <br /> noted that the guidelines are just that--- <br /> guidelines. They are general, but they are the <br /> basis for the overlay zoning district that is <br /> currently being considered to be incorporated <br /> into the zoning ordinance. The overlay <br /> zoning district is separate and distinct from <br /> the design guidelines. <br /> Ms. Jones clarified that in developing the <br /> guidelines, the neighborhood was part of the <br /> discussion. Ms. Maradik responded that the <br /> neighborhood was involved as the guidelines <br /> were developed in 2004 and in 2008-2009 <br /> the Northeast Neighborhood Revitalization <br /> Organization, as well neighbors, worked <br /> together to redraft them. <br /> Ms. Jones noted that the Commission will <br /> conduct the public hearing today, as <br /> advertised, but will not take action on <br /> Resolution No. 2109. Instead, the public <br /> hearing will be continued until the July 12, <br /> 2011 meeting giving staff time to notify <br /> affected property owners and registered <br /> neighbor associations of the hearing. <br /> Mr. Gibney noted that this is a planning <br /> process that is approximately a year old. The <br /> design guidelines will assist the Building <br /> Department as it considers future <br /> development in the Northeast Neighborhood <br /> which is a mixed use neighborhood: single- <br /> family, multi-family and retail. The Area <br /> Plan Commission has been part of this <br /> process every step of the way and has been <br /> very supportive. It will be an extremely <br /> 14 <br />
