South Bend Redevelopment Commission
Regular Meeting—June 14, 2011
4. COMMUNICATIONS (CONT.)
A. Communication from Valerie Schey
responsible stewards of the City's resources. Here
are the reasons why we are opposed to the
suggestion made by the South Bend Common
Council to outsource our City's animal care and
Control services to a private, third party agency:
• The outsourcing public services to private, third
party agencies results in a loss of transparency
and accountability for the taxpayer.
• The issues that lead to the development of an
internal animal control agency would likely
develop again if the City were to return to
outsourcing this service.
•If the aforementioned issues were to arise once
again, it is an ineffective public safety model to
have South Bend Police and Fire having to
respond to animal care and control calls.
• Over the anticipated 40 year life cycle of the
proposed new facility, SBA CC will be the home of
approximately 4,000 4,500 animals per year.
With construction costs estimated at a total of$1.8
Million; the estimated up front capital cost per
animal served is only about$10.
Finally, we ask respectfully that you consider our
sense of urgency regarding this request. For every
additional month that this project gets delayed,
another estimated 223*animals will be euthanized.
Thank you for your understanding in this matter.
Cordially,
Valerie Schey
CARE
Ms. Jones noted that the Commission is a
voluntary board and not an elected board. Policy
decisions rightfully belong to the elected officials
and for the Commission to make policy decisions
would be inappropriate. Therefore, the
Commission will await direction from the Council.
10
