South Bend Central Development Area <br />(3 & 4) continued... <br />didn't provide a clear understanding of what <br />debris might be below ground that will need <br />to be removed. <br />Ms. Jones asked how many people might be <br />working in the building when it is <br />completely occupied. Mr. Browning <br />estimated about one person per 200 sft (500 <br />people). <br />Ms. Greene noted that the number of issues <br />the developer and staff have will require <br />significant time to work out. She <br />recommended referring the proposal to staff <br />IL and reconsidering it at the May 2, 2003 <br />meeting. Mr. Mathia noted that a detailed <br />study of the Wells Fargo garage has been <br />commissioned which won't be ready until <br />May 2. Mr. Browning expressed concern <br />that delays might cause the construction to <br />not meet the major tenant's time table. Ms. <br />Greene noted that the proposal calls for <br />disposition of the land to be completed by <br />June 30 and they would still plan to meet <br />that schedule if they waited for the garage <br />study. <br />Ms. Greene noted that the proposal requests <br />a 10 -year tax abatement. She explained that <br />the Commission doesn't approve tax <br />abatements; the Common Council does. <br />The Commission only agrees to forego its <br />TIF from the project. <br />IL 13 <br />
